NHS reform is top of the UK Government’s agenda, with primary care the main target. Rumours about potential primary care trust (PCT) mergers had been circulating for a while, with pre-election strategic alliances pre-empting what could happen during the Government’s third term in office. And previously fragmented initiatives, such as patient choice, Payment by Results, practice based commissioning and provider plurality, were eventually going to dovetail to effect significant change.

From the pharma industry’s perspective, reforms will have a significant impact on its relationships with primary care trusts and GPs, with new ways of funding services and new service providers. Not only must pharmas understand their key clients’ changing priorities, but they also have opportunities to support them in implementing these changes; for example, assisting GPs to develop care pathways and expertise in practice based commissioning. Furthermore, in the new plural landscape, pharmas finally have a clear opportunity to deliver services directly to NHS patients, particularly those with long-term conditions.
